•    Outlines the plan and implements building management systems and security systems.
•    Sketching the draft of building programs for new facilities.

Objective:
•    To keep up the existing buildings and promote constructing new buildings.
•    To adopt schemes for renovation if and when necessary.
•    To select engineer / architect where technical expertise is indispensable.
